Since 1986, the Low Income Housing Tax Credit has led to the creation of 3.7 million affordable housing units.

In 2023, 22.4 million U.S. households were “cost burdened” by high rent.

That’s six times as many renters as homes available.

You see the problem.

Cost-burdened families move into affordable units, but they don’t move out.

Their need remains.

So they remain, too.

Everyone else waits.

We can’t make enough new homes to meet the need.

But what if we made new homeowners?

The Neighbor Project’s model is called Breakthrough Rental.

We break barriers that keep working households from becoming homeowners.

Barriers like financial skills, debt, credit and – yes – high rent that keep them from building wealth.

We use affordable housing alongside tools like grants, sponsorships and financial coaching to get renters what they need to become buyers.

Our affordable housing units aren’t a destination.

They’re a short stop on the journey to homeownership.

In 2 years, Breakthrough Rental families move on to buy homes.

They leave.

That frees up units for more families on our waiting list.

In 10 years, most affordable housing units serve one renter.

Ours create 5 homeowners.

This solves the problem at its root.

But we can only serve our city.
